A recent report from CarPlay has shown that a large number of car owners are using a smartphone in some way to control their cars.
The technology is called CACO, for Control-Access-Control-Cockpit, and it uses the smartphone to help the driver steer and take control of the car.

This means that the vehicle can’t just stop and wait for the other car to stop before making a stop.
A smartphone-based self-drive system would also require a lot more information from the driver than a traditional car system.
